They are something that comes in pair with answers, sometimes not.
Something that you ask when you don't know / understand about something.
or something that you ask when you start to doubt with your knowledge about something.
What do you do when you don't have the answer?
Keep the question in an 'archive' inside,
the answer will reveal itself when it's time.
No, reveal itself, doesn't mean that it will come to you by itself. Most of the time you'll need to explore inside yourself to find it.
You'll see it when you've get rid of the shades, the dust and everything that is in front of you.
Putting aside everything that you've 'known', your personal histories, rules defined by the don't-know-whos, reset everything to zero, and explore.
Including some sensitive areas inside you, so fragile until they bring fear and uncomfortableness when they're touched.
The process is sometimes painful, but the satisfaction it brings when you've got your answer is infinite.
When you finally got the answer, it doesn't mean that it is the end of the process. Questions remain in the archive. At different stages, when you get more input from life experiences, questions might pop out from the archive again, and you might want to review the paired answer. And that starts another process of exploration again.
